Put task-segment rows back

/api/task-segments/restore
The put-back behind "Show N considered" (2026-10-11): clears last_considered_at and segment_deferred_at, so each row waits in its segment again today and comes back daily until it is considered. One undo entry. The caller's own open tasks only; anything else refuses the whole request (400).
