Act on a review session

/api/review/execute
Applies actions to tasks by their seq numbers from GET /api/review.
Actions run in order, each as its own bulk operation (and undo entry);
they are not one transaction. The whole body is validated first, so a
snooze without until is a 400 before any action runs. Review
targets are explicit picks: snooze moves High and Urgent targets too,
where a sweep would hold them back. The session is discarded afterwards.
