Skip this occurrence without completing it

/api/tasks/{id}/skip-occurrence
"Not doing this occurrence - advance without recording a completion"
(REDESIGN-V03 §7.5).
Recurring tasks advance to the next occurrence with completion_count
untouched and skip_count incremented. One-off tasks are archived
without being marked done. Dispatches task.skipped, never
task.completed.
Named skip-occurrence rather than skip because the review API
already uses "skip" for a no-op review acknowledgment.
Reminders (is_reminder) are refused (400): a missed one already
rolls forward on its own, and completing one marks it considered.
