List time slots

Life-moment containers - "Early morning", "Before work", "Evening"
(REDESIGN-V03 §6.0). The dashboard and the Reminders surface group by
this same table, so "morning" means one thing across the app.
An item belongs to the slot with the latest start_time <= its time of
day, where time of day is anchor_time if set, else due_at read in
the user's timezone.
