Complete multiple tasks in one request​

/api/tasks/bulk/complete

Built for the §6.1 notification batch checklist: the iOS content
extension commits N staged check-marks with one request. Delegates to
the same core bulk-done path — one transaction, ONE undo entry.

Quotas are skipped unless close_period: true, as for
/api/tasks/bulk/done (and refused when nothing else is in the batch).

Quota prompts (2026-09-24): prompts acts on quota prompts in the SAME
transaction and undo entry — a checklist commit or a slot's "Considered
all" mixing reminders and prompts is one Undo. Each entry is a
prompt_key string (consider it) or { key, did } (did: true = the
square checkbox: log progress and consider it). A quota is acted on
through its prompt, never completed by id. ids may be empty when
prompts is not. A stale-date or foreign key refuses the whole batch.
