List registered labels

/api/labels
The label registry (REDESIGN-V03 §7.2). Labels used to be bare
free-text, so a typo silently forked the taxonomy. Creating a label is
now a discrete act: a task write carrying an unknown label is rejected
unless it also carries create_label.
