Consider quota prompts (no progress)
POST
/api/quota-prompts/consider
The round circle on a quota prompt: handled for today, nothing logged.
One transaction and one undo entry for every key; idempotent. Keys come
from GET /api/reminders groups[].prompts[].prompt_key; a key for
another local day, or for a quota that is not the caller's own, refuses
the whole request (400).
